A province-by-province breakdown of the Provincial Nominee Programs that are actually issuing nominations in 2026, with cut-off scores and processing times.
With federal Express Entry cut-offs hovering above 510, PNPs have become the most reliable pathway to Canadian PR for candidates with mid-range CRS scores. Here is what is actually working in each province in 2026.
How PNPs work
Every province (except Quebec, which has its own system) operates a PNP. Each PNP has multiple "streams" targeting different candidates – tech workers, healthcare, international graduates, entrepreneurs, etc.
Two flavours of streams exist:
- Express Entry-aligned (Enhanced): nomination adds 600 CRS points; processed federally in ~6 months.
- Base / paper-based: separate provincial application; processed in 12–24 months.
Ontario Immigrant Nominee Program (OINP)
Most active streams in 2026:
- Human Capital Priorities (Express Entry): Notification of Interest sent to candidates with CRS 460–500.
- Employer Job Offer – Foreign Worker: requires job offer in NOC TEER 0/1/2/3.
- Employer Job Offer – International Student: for graduates of Ontario DLIs with a job offer.
- Masters Graduate / PhD Graduate: no job offer needed for graduates of eligible Ontario universities.
British Columbia (BC PNP)
Uses the BC PNP Online application portal with weekly draws. Most active streams:
- Skilled Worker (job offer required, SIRS score 100+)
- International Graduate (BC graduate within 3 years)
- Entry Level & Semi-Skilled (tourism/hospitality, long-haul trucking)
- Health Authority stream (no SIRS minimum)
- Tech draws (29 priority NOC codes; lower SIRS thresholds)
Alberta Advantage Immigration Program (AAIP)
- Alberta Express Entry stream: picks Express Entry candidates with strong ties to Alberta and CRS as low as 300.
- Alberta Opportunity Stream: requires 12+ months of full-time work in Alberta with eligible status.
- Rural Renewal Stream: requires endorsement from a designated rural community (e.g. Grande Prairie, Brooks).
- Tourism & Hospitality Stream: active and lower CRS thresholds.
Saskatchewan (SINP)
- International Skilled Worker – Express Entry: EOI score 60+; recent draws 65–82.
- International Skilled Worker – Occupations In-Demand: for in-demand NOCs without a job offer.
- Saskatchewan Experience Category: for those already working in Saskatchewan.
Manitoba (MPNP)
- Skilled Worker Overseas: requires Strategic Recruitment Initiative, connection to Manitoba, or invitation through targeted draw.
- Skilled Worker in Manitoba: for those with a job offer and 6+ months of work in MB.
- International Education Stream: for graduates of Manitoba post-secondary institutions.
Atlantic provinces (NS, NB, NL, PEI)
Each Atlantic province has its own PNP and participates in the Atlantic Immigration Program. Lower CRS-style thresholds, but most streams require a job offer from a designated employer.
How to choose your province
- Run a CRS calculation – know your federal score before targeting a PNP
- Map your NOC code against each province's in-demand lists
- Check education credential requirements (some PNPs require ECA from specific bodies)
- Consider settlement realities: cost of living, climate, community, job market
- Be honest about ties: a stronger genuine connection means a stronger application
