PGWP Field of Study List 2026: Is Your Program Still Eligible?

IRCC says it will not add or remove any PGWP-eligible fields of study in 2026. Here is who the field-of-study rule applies to, how the list changed in 2025, and the other PGWP rules you must meet.

If you are studying, or planning to study, at a Canadian college, the PGWP field of study list 2026 is one of the most important things to check. A post-graduation work permit (PGWP) is how most international graduates gain the Canadian work experience they need for permanent residence. The good news for 2026 is stability: Immigration, Refugees and Citizenship Canada (IRCC) says it will not add or remove any eligible fields of study this year.

Below we explain who the field-of-study rule applies to, how the list changed in 2025, and the language, length and fee rules that still trip up many applicants. Everything here is current as of October 2026and taken from IRCC's official pages.

PGWP field of study list 2026: did anything change?

Short answer:no. IRCC's field-of-study page states: "For 2026, we won't add or remove any eligible fields of study." The list in force is the one last updated on July 4, 2025.

That matters because many students enrol in a two-year diploma expecting a PGWP at the end. With the list frozen for 2026, a program whose CIP code (the official program classification code) is eligible today stays eligible for the rest of the year. You can check your CIP code on IRCC's PGWP field of study page. Ask your college for the exact CIP code of your program in writing, because the program name alone is not enough.

Who must meet the field-of-study requirement?

Short answer:mainly college diploma, certificate and other non-degree graduates. Bachelor's, master's and doctoral graduates are exempt.

Your situationField-of-study rule applies?
Bachelor's, master's or doctoral degreeNo
Graduate of a PGWP-eligible flight schoolNo
Applied for your study permit before November 1, 2024No
Applied for your PGWP before November 1, 2024No
College diploma, certificate or other non-degree program (study permit applied for on or after November 1, 2024)Yes, your CIP code must be on the list

Eligible fields fall into six broad groups: agriculture and agri-food, education, health care and social services, science, technology, engineering and math (STEM), trades, and transport. These match the sectors IRCC links to long-term labour shortages.

What if your diploma is not on the list? Do not assume your Canadian plan is over. Depending on your situation, the options can include switching to an eligible program before you are too far in, choosing a degree program instead (degrees are exempt from the rule), or building a route through an employer-specific work permit or a provincial stream. Each option has its own cost and risk, which is why we recommend a program review before you pay the next semester's fees, not after graduation.

How the eligible list changed in 2024 and 2025

Short answer: the field-of-study rule started on November 1, 2024. On June 25, 2025, IRCC added 119 fields and removed 178, leaving 920. On July 4, 2025 it added the removed fields back, and they stay eligible until the list is next updated.

DateWhat happened
November 1, 2024Field-of-study requirement starts for new study permit applicants in non-degree programs
June 25, 2025119 fields added (health, education, trades); 178 removed; 920 eligible
July 4, 2025Fields removed on June 25 added back until the next update
2026No fields added or removed for the year

IRCC also protects students who relied on an earlier version: if you applied for your study permit before June 25, 2025, you remain eligible as long as your field was on the list when you applied, even if it was later removed (source: IRCC PGWP update notice). Keep a copy of the list as it stood on the day you applied.

Other PGWP rules: language, length and deadlines

Short answer: you need CLB 7 (university) or CLB 5 (college), a program of at least 8 months at a PGWP-eligible school, and you must apply within 180 days of confirmation that you completed your program.

Rule (as of October 2026)Requirement
Language, university graduatesCLB/NCLC 7 in all 4 skills
Language, college and non-university graduatesCLB/NCLC 5 in all 4 skills
Minimum program length8 months (900 hours in Quebec)
Deadline to apply180 days after confirmation you completed your program
PGWP length, program under 2 yearsUp to the length of the program
PGWP length, program of 2 years or more3 years
PGWP length, master's degree (8 months or more)3 years

Language test results must be less than 2 years old when you apply. You are not eligible if you already had a PGWP, studied only English or French as a second language, took general-interest or non-credit courses (except flight school), completed more than half of the program by distance learning, or studied at a school that is not PGWP-eligible, including many curriculum-licensing (public-private partnership) college programs. Your PGWP also cannot be issued beyond the expiry date of your passport, so renew your Indian passport early if it is close to expiring.

PGWP fees and working while you wait

Short answer: a PGWP costs $255 ($155 work permit fee plus the $100 open work permit holder fee), plus $85 for biometrics if needed. You can usually keep working full time while IRCC processes it.

According to IRCC, you can work full time while you wait if, when you applied, you:

  • had a valid study permit;
  • had completed your program of study;
  • were eligible to work off campus; and
  • did not work off campus more than 24 hours a week during academic sessions.

That last condition matters. Working more hours than allowed while studying can affect your PGWP and later your permanent residence application. If you think you may have gone over the limit, speak to a licensed consultant before you apply.

PGWP checklist before you choose a program

Short answer: confirm the school, the CIP code, the length and the language level before you pay tuition, then plan your route from PGWP to permanent residence.

  1. Is the school PGWP-eligible, and is the program not a curriculum-licensing arrangement?
  2. If it is a diploma or certificate, is the CIP code on the current eligible list?
  3. Is the program at least 8 months, and ideally 2 years or longer for a 3-year PGWP?
  4. Can you reach CLB 7 (university) or CLB 5 (college) on an approved test?
  5. Do you have a plan for PR? The most common route after a PGWP is the Canadian Experience Class.
