Canada Study Permit Cap 2026: What Indian Students Need to Know About PALs, Funds and 2027

Canada will issue up to 408,000 study permits in 2026, and master’s and PhD students at public universities no longer need a PAL. Here is what the cap, the new funds rule and the 2027 outlook mean for students from India.

The Canada study permit cap 2026is smaller than in any year since the cap was introduced, but it is not a closed door. For 2026, Immigration, Refugees and Citizenship Canada (IRCC) expects to issue up to 408,000 study permits, and some of the biggest changes actually help Indian students: master's and PhD students at public universities no longer need a provincial attestation letter (PAL), PhD applications are processed in about two weeks, and co-op students no longer need a separate work permit.

At the same time, proof-of-funds requirements went up on September 1, 2026, and fewer diploma seats are available. This guide explains the rules as of October 2026, using IRCC's own pages.

Canada study permit cap 2026: how many permits?

Short answer: IRCC expects to issue up to 408,000 study permits in 2026: 155,000 to newly arriving students and 253,000 extensions for students already studying in Canada.

2026 study permit groupIssuance target
Master's and doctoral students at public institutions (no PAL needed)49,000
Kindergarten to grade 12 students (no PAL needed)115,000
Other PAL/TAL-exempt applicants64,000
Applicants who need a PAL/TAL180,000
Total408,000

For students who need a PAL, provinces share 309,670 application spaces, which allows for the fact that some applications are refused. Ontario has 104,780 spaces, British Columbia 32,596 and Alberta 32,271 (source: IRCC 2026 allocations notice). The overall numbers come from the 2026–2028 immigration levels plan, which cut new student arrivals to 155,000 for 2026.

Who needs a PAL or TAL in 2026?

Short answer:most college, diploma, certificate and undergraduate students still need a PAL or TAL from their province. Since January 1, 2026, master's and doctoral students at public institutions do not.

You generally do not need a PAL/TAL if you are:

  • Going to a master's or doctoral degree program at a public institution
  • A preschool, primary or secondary (up to grade 12) student
  • An exchange student who does not pay tuition, or a Global Affairs Canada scholarship holder
  • Extending your permit in Canada at the same school and the same level of study

Master's students at privateinstitutions still need a PAL. You also need a new PAL if you change schools or change your level of study. A 2026 PAL is valid until December 31, 2026. It must be valid when you apply, but not when you start classes. See the full list on IRCC's PAL/TAL page.

Proof of funds, fees and processing time from India

Short answer: a single student applying on or after September 1, 2026 must show $23,448 for living costs plus tuition and travel. The study permit fee is $150 and biometrics cost $85. Processing from India was about 6 weeks as of October 1, 2026.

Family members (including the student)Living expenses to show (outside Quebec, from Sep 1, 2026)
1$23,448
2$29,192
3$35,888
4$43,572
Each extra person after 7$6,318

The previous figure for a single student was $22,895. IRCC now adjusts this amount every September 1, so check the official financial support page before you buy a GIC or prepare bank statements. Quebec sets its own amounts.

IRCC accepts several kinds of proof, and Indian families often combine them. The official list includes a guaranteed investment certificate (GIC) from a Canadian financial institution, an education loan from a bank, proof that you paid first-year tuition and housing, bank statements for the past 6 months, and a letter from the person supporting you with proof of your relationship. Large, unexplained deposits just before you apply are a common reason for concern, so keep a clear paper trail for every rupee you rely on.

Item (as of October 2026)Amount or time
Study permit fee$150
Biometrics$85 per person ($170 maximum per family)
Processing time, applications from India6 weeks (IRCC data, October 1, 2026)
Processing time, doctoral students applying online from outside CanadaAbout 2 weeks

The Student Direct Stream (SDS) ended on November 8, 2024, and has not been replaced, so every Indian applicant now uses the regular stream. IRCC also requires colleges and universities to verify every post-secondary letter of acceptance through its portal. According to IRCC, this check flagged more than 10,000 potentially fraudulent letters in 2024 and 4,900 more in 2025, so only use an offer you have confirmed directly with the school.

Work, co-op and changing schools in 2026

Short answer: you can work up to 24 hours a week off campus during classes and without a limit during scheduled breaks. Since April 1, 2026, eligible students no longer need a separate co-op work permit.

  • Co-op and internships: required placements no longer need their own work permit. IRCC said it would withdraw eligible co-op work permit applications that were still in process.
  • Changing schools: you must apply to extend your study permit before you start at a new school, and get a new PAL if one is required. IRCC aims to process these extensions in 60 days.
  • Spouses:since January 21, 2025, a student's spouse can get an open work permit only if the student is in a master's program of 16 months or longer, a doctoral program, or certain professional degrees such as medicine, law, nursing, engineering or education.

Think ahead to your work permit after graduation, too. Many college programs only lead to a post-graduation work permit if the field of study is on IRCC's list. Our PGWP field-of-study guide for 2026 explains the rules.

What we know about the 2027 study permit cap

Short answer: the 2027 cap has not been announced yet. The levels plan sets a notional target of 150,000 new student arrivals for 2027, slightly lower than 2026.

IRCC's 2026 transition briefing lists "Fall 2026: Set the 2027 study permit cap in conjunction with the Immigration Levels Plan." Until IRCC publishes the 2027 provincial allocations, treat any figure you see online as unofficial. If you plan to start in January 2027, remember that a 2026 PAL is valid only until December 31, 2026, and it must be valid on the day you submit your study permit application.

A smart study plan for Indian students

Short answer: choose a program for where it leads, not just for the admission letter. Check PAL needs, PGWP eligibility, funds and your long-term permanent residence route before you pay tuition.

  1. Prefer programs that do not compete for PAL spacesif you qualify, such as a master's at a public university.
  2. Confirm the PGWP outcome of a college program before you accept the offer.
  3. Show clean, explainable funds, using the September 2026 amounts.
  4. Write a clear study plan that connects your past education, the program and your career.
  5. Plan for permanent residence early. Canadian work experience after graduation is still the most common route to PR through Express Entry.
